Perfect Storm Gathering to Push Massachusetts Ocean Act Forward in the State House
Under O’Leary’s Leadership, Leon Panetta, Legislators and Citizens Mobilize in Supporting Landmark Plan

Boston, MA — Today, Senator Robert O’Leary hosted Massachusetts Ocean Day at the State House showcasing the Bay State’s ocean heritage and the need for better management of our coastal and ocean resources. Leaders such as Leon Panetta, former White House Chief of Staff and now co-chair of the Joint Ocean Commission,, along with nearly a dozen legislators gathered with representatives of forty local and national organizations in support of the Massachusetts Ocean Act.
Panetta delivered the keynote address and reflected on his experience growing up along the coast and bearing witness to the devastation that poor ocean management can have on a community both economically and ecologically. He applauded O’Leary for his proactive legislation and the state senate for their unanimous support of the bill and he urged the house to move quickly and lead the nation in planning and stewardship of our ocean.
"This act would provide the most comprehensive approach in the nation in dealing with ocean planning. I think it will set a precedent for the rest of the country if we could get this adopted. Your coastline, like many other coastlines, is now facing a maze of conflicting efforts. If you don't pass some kind of comprehensive management plan, then the result is chaos”, said Panetta addressing state legislators, and concerned residents.
The ocean is the economic backbone of Massachusetts’ coastal communities and a critical part of our quality of life. The Bay State’s coastline and state ocean waters support 152,000 jobs, generate $4.3 billion in income each year for the Commonwealth, and provide countless recreational opportunities, but current laws are not equipped to handle the new and growing demands being placed on our ocean. The Massachusetts Ocean Act will help the state balance commercial and recreational activities with protection of critical underwater ecosystems.
